THOMAS is an online public-access information system initiated by the
leadership of the 104th Congress and provided through its Library.  It
offers U.S. legislative and Congressional information to Internet users.
THOMAS is based on the Internet technology called World Wide Web (WWW).

You have accessed THOMAS through a TELNET connection which allows you to
use Lynx, a WWW text-based client ("browser") running on a Library of
Congress server.  THIS TELNET SESSION ACCESS METHOD IS LIMITED TO 20
SIMULTANEOUS CONNECTIONS. We recommend you connect to THOMAS using your
own WWW client software appropriate to your computing platform. The
20-user limit does NOT apply to this access method. The Uniform Resource
